They're the two big islands up north, so they often get weighed against each other. Langkawi is about beaches, nature and slow evenings, while Penang is about George Town's heritage streets and hawker food, with the beach as an extra.

The verdict
These are different trips: Langkawi for a proper beach break, Penang for food and heritage. If your group mostly wants to eat, go Penang; if everyone just wants to rest, go Langkawi. Can't decide? With five days or so you can do both, as there's a ferry of around three hours between them, but check it's running before you plan around it.
