kyoto or osaka?
They're about 15 minutes apart by shinkansen, so the real question is usually where to stay, not which one to see. Kyoto is temples, gardens and old wooden streets; Osaka is neon, street food and late nights.

The verdict
Can't decide? You don't really have to: they're close enough to see both on one trip, so it comes down to where you sleep. Stay in Osaka for food and nightlife, and day-trip to Kyoto early before the crowds. Stay in Kyoto if the temples are the point and you want Gion in the evening once the day-trippers leave.
